In a bid to strengthen the drugs control system in the state, the Drugs Control Department has come up with hi-tech facilities that would help in the speedy disposal of licences/ applications, instant tracking of Non-Standard Drugs and foolproof inspection.
The Drugs Control Department, with the help of NIC, Ahmedabad, has developed a new software- XLN Software system, which would help in bringing transparency to the whole system.
Kerala has become the fourth state to introduce the software, which the officials think could save a lot of time and also curb malpractices.
“The www.xlnfda.ker.nic.in that has already completed the test run will be officially launched on October 12,” State Drugs Controller S Satheesh Kumar told Express.
“As a first step, the focus will be on licences and laboratories. “Apart from this, the bulk SMS facility against banned or substandard drugs will also be given importance,” he said. SMS alerts on non-standard/ banned drugs will be sent to each stakeholder and to the public who register their names with the official website. He also said that 80 per cent of the data has been completed.
Pointing out that the whole system could be brought under a single umbrella through the new software, Satheesh said that the department would publish each and every activity right from sampling, inspection and licensing on the website, which could be accessed by any stakeholder or official.
If a stakeholder finds any deficiency or deviation of service, he can approach the official concerned. “Now the inspection report of an inspector reaches the headquarters after a long period, which delays the whole process,” he said.
The new facility will also enable the government to monitor all details regarding the file movement, sampling and analysis of drugs directly. With regard to licences, he said that the officials as well as the stakeholders could know everything about the licences. The period of pending applications and the official concerned with the particular licensing will be available.
“There is also a provision to give online licences, cancelling a licence and also its renewal,” he said. One of the advantages of this software is that the pharmacists could be monitored. “No pharmacist can work in more than one drug store. There is a link with the Pharmacy Council, where the pharmacists are registered,” he said. Apart from this, the performance of each official can also be monitored centrally. “Everyone, right from the inspectors to the licencee is going to be monitored. The quality of service can be improved. The delay in the whole process can be brought down,” Satheesh Kumar said.
