How to Get the Social Worker to Take Your Children in The Sims 2
If your Sims weren't meant to be parents, or if you want the adoption pool in your game to be a little more varied, you can get the social worker to take away all of your Sim's children. This wikiHow will teach you how to get the social worker to take your children in The Sims 2.
Steps

Enter a family with babies, toddlers, or children in the household. Teens and older Sims are not affected by the social worker. Be aware that if the social worker comes to take your Sim's child, they will take all babies, toddlers, and children from the household, even if the other children are not being mistreated.

Don't feed or socialize with the children. The most common way to get the social worker to take away your children is to neglect their needs. Don't feed the children or interact with them, so their Hunger and Social needs decline. If one of these needs bottoms out, then the social worker will come and take the children. If you don't want to wait for their needs to fall, press Ctrl+⇧ Shift+C, type in boolprop testingcheatsenabled true, press ↵ Enter, and drag the Hunger or Social need all the way down. (With babies, unless you make them selectable, you'll need to ignore them and wait it out.)

Leave the children unattended. If the teens, adults, and elders leave the lot and leave the children behind, the children will be taken by the social worker. However, you'll have to find a way to deliberately make your Sim leave the lot, such as by having them at work for longer than the children are at school - older Sims will typically refuse to leave for work or school if there are younger Sims on the lot.

Make a child Sim fail school. If a child Sim's grade drops to F, the social worker will come and take away the children, even if the other children are doing fine in school. (The grades of teen Sims will not summon the social worker, however.)

Kill off the older Sims. If you kill all teen or older Sims on the lot, the social worker will come to collect the children on the lot.

Allow the children to get too hot or too cold, if you have Seasons. If a young Sim gets too cold or too hot, the social worker will come and take them away.
