New Delhi: Pressure has been building on the Centre over its move to set up the National Counter Terrorism Centre (NCTC). Odisha Chief Minister Naveen Patnaik and Tamil Nadu Chief Minister Jayalalithaa have both written second letters to the Prime Minister on the issue.

Speaking to CNN-IBN exclusively, Naveen Patnaik said some aspects of the proposal are draconian.

In addition to this, Bihar Chief Minister Nitish Kumar became the 13th leader from non-Congress-ruled states to oppose the anti-terror body.

Nitish, who shot off a letter to Prime Minister Manmohan Singh, demanded that Centre e-examine the whole issue and roll back the proposal to set up the NCTC.

He said the decision was "unilateral and hasty" and would encroach upon the rights of the states.

It's not just the non-UPA chief ministers, who have opposed the NCTC. The UPA has been facing flak from its own allies as well. West Bengal Chief Minister Mamata Banerjee had opposed the move claiming it usurped the powers of states.

NCTC is Home Minister P Chidambaram's pet project, and comes into effect from the beginning of the next month. However, with the allies not willing, the government may have to go for further consultations, especially as Parliament meets for the Budget session in March, and the UPA would surely want to avoid a Lokpal-like impasse on the floor of the House.
