V Hanumantha Rao Panel submits report on OBCs
Follow us:WhatsappFacebookTwitterTelegram.cls-1{fill:#4d4d4d;}.cls-2{fill:#fff;}Google NewsThe committee for the welfare of other backward classes (OBCs) has recommended to the Union government to empower the National Commission for Backward Classes (NCBC) to look into BC affairs and to amend the Constitution if necessary. V Hanumantha Rao, Congress MP and convener of OBC MPs Forum, laid the committee’s preliminary report on the table of the Rajya Sabha on Monday. As of now, the power to examine the affairs of BCs lies with the National Commission for Scheduled Castes (NCSC) as per Clause 10 of Article 338 of the Constitution. The committee observed that the NCSC had not been able to discharge its functions pertaining to OBCs due to its overwhelming preoccupation with the affairs of SCs. Hence, the recommendation for entrusting the job to NCBC and for amending the NCBC Act and the Constitution immediately for the purpose. “We have recommended to the Union government to take suitable steps immediately for amending the Constitution for granting NCBC the constitutional status and conferring it with identical powers as given to NCSC and NCST (in relation to SCs and STs) as enumerated in Article 338. For this purpose a new Article 338(B) should be inserted in the Constitution,” the committee said in its report. It also recommended that all issues pertaining to the welfare of OBCs, including complaints and grievances, be dealt with by NCBCfirst published:August 28, 2012, 10:38 ISTlast updated:August 28, 2012, 10:38 IST
