New Delhi: The Supreme Court on Thursday stayed the new Haryana panchayat poll educations norms which were introduced earlier this month by the state government.
The norms made matriculation as minimum qualifications for those wanting to contest polls. Candidates should also not have a criminal conviction, no pending electricity bills or loan payments and a working toilet, the law had said.
A PIL was filed by a women's group after which the court put a stay. The petition termed these rules as discriniminatory and puts lot of people those who want to contest and be part of democratic process feel left out.
The state government has been give 4-weeks to reply. The state election commission had earlier this month announced the three-phase elections to Panchayati Raj Institutions (PRIs) for nearly 72,000 posts of panchayat members, panchayat samitis and zila parishads. The polls will be held on October 4, 11 and 18.
