BHUBANESWAR: The Orissa Power Generation Corporation Employees Union (OPGCEU) president Uma Ballav Rath on Saturday lodged a complaint with the Vigilance against the corporation managing director accusing him of abuse of power and criminal breach of trust. Rath, a former MLA, alleged that the international competitive bidding floated for engineering procurement and construction of plant and other civil works were violative of the norms of the Electricity Act, 2003 and guidelines issued by the Central Electricity Authority of India. The OPGC MD, the complaint stated, floated the tender in violation of the norms framed by CEA for the work which is estimated at Rs 1,800 crore. This caused a loss of Rs 500 crore to the State Exchequer, Rath said and demanded that Vigilance take cognisance and begin investigation into it.
