BANGALORE: Strongly refuting media reports that norms were violated while revising the estimate cost of the Rs 5,985 crore Upper Bhadra Project (UBP), Water Resources Minister Basavaraj Bommai clarified on Tuesday that rules were followed scrupulously at every step of the project before according final sanction.“The project has not by-passed the Cabinet Business Transactions,” he said.The minister said that the project which was the brainchild of former chief minister S Nijalingappa, has won the administrative approval to UP State-I, including Ubrani Lift for Rs 2,813 crore in 2003.Stating that the entire approval for the project was accorded when H D Kumaraswamy was the CM and the financial bid was carried out when the state was under the President’s rule, the minister said that the approval to revised Detailed Project Report of the Upper Bhadra Project  costing Rs 5,985 crore at the 39th board meeting of the Karnataka Neeravari Nigama Limited (KNNL). The package of the project included EPC tender costs of package-I, II and III of UPB, he said.He said that the revised DPR was reviewed by the Technical Scrutiny Committee before it was referred to the state Cabinet for clearance.The Upper Bhadra Project was split into three package and the first package of Rs 1,032 was already under the implementation and is expected to be completed by 2013.
