HYDERABAD: After several weeks of unsuccessful lobbying for her continuance in the post, city mayor Banda Karthika Reddy submitted her letter of resignation to Greater Hyderabad Municipal corporation commissioner MT Krishna Babu here on Monday.Reddy will, however, continue as caretaker mayor until her resignation is accepted by the council and a new mayor takes her place.The Special GHMC Council will meet on December 17 to accept her resignation.The stepping down of Karthika Reddy will pave the way for transfer of power from the Congress to Majlis Ittehadul Muslimeen (MIM). As per an agreement reached between the two parties in 2009, a Congress cominee will hold the office of mayor and an MIM’s that of deputy mayor for the first two years.While an MIM corporator will be the mayor for the next two years, a Congress corporator will be the deputy for the next two years.The Congress will get the mayoral post again in the final year of the five-year term.Deputy mayor Jaffer Hussain (MIM) will submit his resignation a day before the Special GHMC Council’s meeting to stand in mayoral election.State Congress president Botcha Satyanarayana held a meeting with city ministers Mukesh Goud and Danam Nagender on Sunday and followed it up with another meeting with two other ministers J Geeta Reddy and Sabita Indra Reddy in the evening to discuss the matter.Karthika Reddy was summoned and told to resign to honour the party’s agreement with its ally.POLL PROCESS: GHMC officials told Express that the process for electing the new mayor and deputy mayor will be spread over a month.Under Section 88 (N) and BL No.4 (1) (a), another ordinary meeting should be convened for confirmation of the last minutes, ie, resignation letter of the mayor for which a 10-day notice is required.Then the GHMC has to send a letter to the state government on the resignations.The government will then issue a GOGazette Notification.All this process will take about one week’s time.Then the government will send a letter to the State Election Commission (SEC) informing it of the resignations and requesting it to appoint an election authority to conduct elections which may require three to five days.Under Section 90 of Rule 4 (1) of conduct of elections to mayor and deputy mayor, the SEC will authorise the Hyderabad district collectorjoint collector to conduct the elections which require two days.Under Section 90 of Rule 4 (2), the district collector will issue a notice duly giving three clear days in advance of the date of the meeting for election of mayor and deputy mayor.The process will take about six days. If the mayor and deputy mayor are not elected on the first day due to want of quorum or any other reason, the meeting should be held on the following day.The MIM is yet to announce its mayoral candidate. It is learnt that among the serious contenders for the post are former mayor Zulfiqar Ali, present deputy mayor Jaffer Hussain, corporators Yasmin Sultana and Ahmed Bilal. The party plans to hold consultations with its corporators and city MLAs later this week.
