PUDUCHERRY: For the beneficiaries of the tsunami rehabilitation project in Kalapet, Monday was not just a day to remember the wave of tragedy that struck their lives in 2004, but also a day to ponder over the failed promises made by the territorial administration about their new quarters. Almost nine months have passed since the housing scheme was inaugurated yet the beneficiaries have not received pattas for their houses, thanks to an improper selection process. The project which began in 2008 was carried out at a total cost of Rs 81 crore. Thousands of residents from four coastal villages were selected as beneficiaries for over 1,431 houses. However, the project ran into trouble after the beneficiary list was prepared last year and a number of persons went to court alleging improper selection process.Several families, who had occupied their allotted houses in the quarters said that no proper answer was being given to them about the ownership deeds. While the revenue officials promised the documents by December 25 following threats of black flag protests outside the house of the CM, they have failed to keep the promise. Also, the electricity department had failed to provide power connections to the occupied houses, arguing that such a line would be illegal without a patta. When contacted, source said that list of beneficiaries had been sorted out and the pattas would be handed over by Pongal. He said that of the 1431 houses, the recipients for 1066 facilities had no problems. It was for the rest of the tenements that issues were now being sorted out as there were complaints of allotment to non-residents of the four villages. The electricity department has also been asked to provide the connections by Pongal, he added. However, the fishermen said they would go ahead with the black flag protest if pattas were not give by January end.
