CHENNAI: Strongly contesting the move of Kerala to instal real time monitoring system in the Mullaiperiyar reservoir, Chief Minister J Jayalalithaa on Thursday urged Prime Minister Dr Manmohan Singh to halt the move and reiterated her demand for deployment of Central forces at the site.In a letter to the PM, Jayalalithaa, citing media reports, said the Kerala government had decided to unilaterally instal “real time monitoring system for water build up” in the reservoir through an agreement with the Union Ministry of Science and Technology.Describing the move as an attempt to present a “fait accompli” to the Supreme Court when the matter was sub judice, she emphasised that the Mullaiperiyar dam and its appurtenant structures are owned and maintained by the government of Tamil Nadu. “It is yet another attempt to exacerbate fears about dam’s safety. This unilateral action without the consent of TN is a blatant violation of the principle of federalism and the constitutional framework,” she said. The neighbouring State was persistently engaged in fear mongering on dam safety despite a 2006 ruling of the SC that the structure was safe and water could be stored up to 142 ft, she reiterated. The empowered committee constituted by the SC under the chairmanship of Justice AS Anand is fully seized of the issue and is likely to submit its report to the Apex Court shortly, she noted.Urging the PM to direct the Union Ministry of Science and Technology to immediately desist from entering into any agreement with Kerala, she also wanted to annul the agreement if it had already been signed.“I also request you to direct the Department of Science and Technology and the government of Kerala not to proceed further in any activity against the established rights of Tamil Nadu, since Tamil Nadu is the incontrovertible sole owner of the Mullaiperiyar Dam and all its appurtenant structures.”Recalling her letter dated December 4, 2011 requesting the deployment of the Central Industrial Security Force (CISF), she said the unilateral action of Kerala interfering in the management of the dam only strengthened the basis for her  previous request for the deployment of Central forces. “I, therefore, request you to order the deployment of the CISF at the site forthwith,” she said.
