HYDERABAD: The state government has decided to present a tax-free budget for 2012-13 in view of the local body elections which are likely to be held in March. The government has made it clear the budget will be realistic in nature and not put any burden on the public.Briefing media at the Secretariat here on Tuesday,  finance minister Anam Ramanarayana Reddy said his department was receiving  proposals from other departments online for the first time to make the work easy.Saying that chief minister N Kiran Kumar Reddy's suggestions would be incorporated into the budget proposals, Anam hinted that the irrigation sector would get priority in allocation.The government is adopting online payment of bills to put a check on irregularities at lower levels. The contractor or executive agency which submits the bills first will get the payment first. They can check the status of bill clearance online from time to time.The minister said the finance department gave clearance for 1,11,000 jobs to keep chief minister N Kiran Kumar Reddy's promise to provide 1.16 lakh jobs to unemployed youth. The government was according priority to welfare and developmental programmes, he claimed.
