An incident from the Khaira village in the Jamui district, Bihar has recently captured the headlines. According to Local 18 Bihar, during an encroachment drive, the Khaira zonal office issued a notice to a person named Pani Tanki and his father Nal Jal Yojana. This might sound humorous to some people but is a true case. The notice was issued to both persons via letter number 107 with the contents, that is Form 1 – Mr Pani Tanki, son of father/husband, Nal Jal Yojana, you are instructed to come to the zonal office with your documents and present your case. When Khaira Zonal Officer Vishwajit Kumar was asked about this, he said that the matter was not related to his tenure. As per the zonal officer, the previous circle officer Shriram Oraon has issued this notice. Vishwajit said that now that the matter has come to his notice, it will be investigated.

Besides these people named Pani Tanki and Nal Jal Yojana, the notice was issued to the other persons as well. This matter has gone viral on social media and gives rise to questions about why these names were not checked in the very first place. This also raises questions about the carelessness of the officers who signed the notice.

After having a look at the notice, users can see that it was issued on January 23, 2024. As of July 2024, there are no updates regarding this case. It is not known what punishments were handed over to the people named Pani Tanki and Nal Jal Yojana. It is also not known who used these names and for what reason. The notice was issued under the BIHAR PUBLIC LAND ENCROACHMENT ACT, 1956. There are stringent provisions under this act for defaulters who don’t comply with the rules of the notice. One of the provisions reads,”

7 “(2) If any person does not comply with the orders passed by the Collector under this

section, he shall be punishable with imprisonment for a term, which may extend to

one year or with a fine up to Rs. 20,000/- (twenty thousand) or with both.
