The swift action by police on controlling the situation after the gruesome murders of two young boys in Budaun is a reflection of the Yogi Adityanath government’s commitment towards maintaining law and order in the state, say analysts

Lucknow: The Budaun double murder case is the latest instance of an accused voluntarily surrendering to the police in Uttar Pradesh. It follows similar instances of criminals surrendering themselves to the police with declarations that they won’t indulge in crime thereafter.

Javed, the brother of 22-year-old Sajid who allegedly hacked two young boys to death at their home in Uttar Pradesh’s Budaun, surrendered the day after his brother was killed in an encounter three hours after the crime. Javed has claimed he wasn’t involved in the crime and wasn’t aware of his brother’s intentions.

“I was informed over the phone that Sajid has committed a murder after which I ran straight to Delhi and from there I returned to Bareilly to surrender,” Javed is purportedly seen in a video as saying. He has been sent to 14-day judicial custody.

On Tuesday evening, Sajid, who owned a barbershop in Baba Colony, entered the house of the family that lived opposite his establishment and allegedly attacked Ayush (16), Ahaan alias Honey (8) and Piyush (10) with a knife. Ayush and Ahaan died on the spot, while Yuvraj managed to escape. Hours after the incident, Sajid was shot dead in an encounter with police. Both Sajid and Javed have been booked under section 302 (murder) of the Indian Penal Code.

The crime led to tensions in the area and angry locals set Sajid’s shop on fire. Further communal violence was, however, averted as police swung into action to pacify the locals and launched a manhunt for the brothers.

“I am thankful to the UP Police for its swift action. I want a full investigation into this. What was the reason behind the murder of my children? I appeal to Prime Minister Narendra Modi and Chief Minister Yogi Adityanath to ensure complete investigation into the matter,” said Vinod Singh, the father of Ayush and Aahaan.

The swift action by police on controlling the situation in Budaun is a reflection of the Yogi Adityanath government’s commitment towards maintaining law and order in the state.

“Today, there is no curfew or riot in UP,” the Chief Minister had said recently in Bijnor during his Viksit Bharat Sankalp Yatra. In his address, Adityanath had described security as the first metric of development and reiterated that his government had not only curbed the crime rate but also reined in criminals across the state as per the zero tolerance policy on crime.

Political analysts call Yogi Adityanath’s zero tolerance policy on crime as one that sets his government apart from the others.

“The Mayawati government, too, was known for its law and order but the Yogi Adityanath government’s zero tolerance policy on crime and criminality has indeed set a benchmark. Be it in Kanpur’s Bikru Kand, in Prayagraj’s Umesh Pal murder case or in the recent Deoria killings, the timely and strict action of the government played a pivotal role in maintaining law and order. Perhaps this is the reason why the Yogi Adityanath government takes the edge over previous governments in UP,” said Shashikant Pandey, political analyst and head of the Political Science department at Bhimrao Ambedkar University, Lucknow.

Deoria Killings

The Deoria killings case was one of the latest where the Yogi Adityanath government’s swift action was visible. In the incident, reported in October 2023, the UP Chief Minister ordered the suspension of 15 officials, including a Deputy Superintendent of Police-rank officer and Deputy District Magistrate, after six people were killed over a land dispute in Fatehpur village of UP’s Deoria district.

Sub-District Magistrate, Circle Officer (Deputy SP), two tehsildars, three accountants, one head constable, four constables, two beat in-charges and one station house officer were among the officials who faced action in the case.

Apart from ordering their suspension, the Chief Minister also ordered departmental action against the two tehsildars and the Circle Officer.

On October 2, 2023, district panchayat member Prem Chandra Yadav was beaten to death over a land dispute and later Satya Prakash Dubey from a rival group was lynched by Yadav’s supporters. His wife, two daughters, and a son were killed too. After the incident, police made more than 20 arrests, and the district administration pasted a notice on Yadav’s house, stating that a portion of the structure was illegal as it was on agricultural land, and hence would be demolished. A fine of Rs 32,000 was also imposed on Yadav for encroaching on government land.

Umesh Pal Murder Case

Umesh Pal, a prime witness in BSP MLA Raju Pal’s murder in 2005, was allegedly shot dead by members of the Atiq Ahmed gang in broad daylight on February 24, 2023 when he was on his way to attend a court hearing in the case in Prayagraj’s Dhoomanganj area. It was after Umesh Pal’s shooting that the CCTV footage of Atiq’s son Asad firing went viral.

Asad Ahmed and his aide Ghulam, who were wanted in the Umesh Pal murder case and were also named in the FIR, were killed in an encounter with UP STF in Jhansi on April 14, 2023. Both carried bounties of Rs 5 lakh each.

The police have so far arrested 11 persons in the Umesh Pal murder case. Atiq’s sons Umar and Ali are also in jail. Atiq Ahmad and his brother Khalid Azeem aka Ashraf were assassinated while in police custody. Four accused were killed in an encounter with the police while six are still at large.

Kanpur’s Bikru Kand

Kanpur’s Bikru Kand was another example where the state government took stern action against the criminals. On July 3, 2020, during an attempt to arrest criminal Vikas Dubey and his men, eight policemen were killed, including a deputy superintendent of police (DSP), while seven police personnel were left injured. Two gunmen, including the maternal uncle of Dubey, were also killed in the gunfight.

Autopsy revealed that DSP Devendra Mishra had been beheaded and brutalized with an axe, while other policemen had multiple bullet wounds, fired from different weapons, suggesting an ambush. The police later recovered weapons, including an AK-47 and an INSAS rifle among others.

Dubey was killed in an encounter on the morning of July 10 when a police vehicle carrying him from Ujjain to Kanpur met with an accident and he allegedly tried to escape from the spot in Bhauti area in Sachendi.

Prior to Dubey’s encounter, five of his alleged associates were killed in separate encounters, while 45, including two cops and four women, were arrested and sent to jail. Besides, the Kanpur administration demolished Dubey’s house with a bulldozer.
