The 31-page “humanitarian policy” is primarily based on the concept of “the Russian world”. The new doctrine asserts Russia should “protect, safeguard and advance the traditions and ideals of the Russian World”. While presented as a “soft power strategy,” the policy enshrines notions that some hardliners have used to justify Russia’s occupation of Ukrainian territory.
