New Delhi: Taking a strong stand on rising pollution in Delhi and nearby areas, the Supreme Court on Monday ruled that no private diesel vehicle (SUVs and cars) having engines beyond 2000 cc in the National Capital Region from March 1, 2016.
The apex court also ordered that commercial vehicles registered before 2005 will not be allowed to enter Delhi. Moreover, any Commercial vehicle using Delhi as a transit route will not be allowed entry into the national capital through entry points on NH-8 and NH-1. The ruling is an interim order for three months.
In another landmark ruling, the court also raised by 100% the Green cess being levied on commercial vehicles entering Delhi. All taxis and cabs will have to start using CNG by March 31, 2016 and no garbage should be burnt in the NCR, the court ruled.
Following the the Supreme Court order, the governments of Delhi, Uttar Pradesh, Haryana and Rajasthan will have to coordinate and work together to ensure its success.
With Delhi earning the dubious distinction of the world's most polluted city, several steps have been proposed by experts and the government to tackle the menace. The Delhi government of Chief Minister Arvind Kejriwal has already decided to implement the odd/even numbered private vehicles on the roads on alternate days in order to restrict the number of vehicles and control pollution. The proposal will be implemented in a trial basis for 15 days from January 1, 2016.
The Supreme Court had on Tuesday backed the Delhi government's odd-even car policy. Earlier on Tuesday, the National Green Tribunal had asked the Centre and Delhi government to make clear their stand by Wednesday on capping and scrapping of diesel cars and providing incentives to those who do not use private vehicles after car dealers sought modifications in its "harsh" order.
A bench headed by NGT Chairperson Justice Swatanter Kumar issued notices to Ministries of Road Transport, Environment and Forests and Heavy Industries as well as Delhi government and others while hearing the plea of car dealers seeking modification of order banning registration of new diesel vehicles.
