BHUBANESWAR: Finance Minister Prafulla Chandra Ghadei placed the supplementary budget of Rs 4,724.62 crore in the Assembly on Monday.Ghadei said adequate provision has been made in the budget towards Odisha’s share of Centrally-sponsored plan for getting more Central assistance. Besides, provisions have been made for better implementation of welfare programmes. Informing that adequate provisions have been made for the implementation of programmes announced by Chief Minister Naveen Patnaik, Ghadei said a provision of Rs 700 crore has been made for dealing with the drought and floods anticipating assistance from the national contingency fund. State’s share of Rs 42.77 crore and Rs 26 crore has been provided for mid-day meal scheme and National Rural Health Mission (NRHM). A provision of Rs 10.44 crore has been made for construction of quarters for Central para-military forces (CPMFs) in the Maoist-affected Balangir, Nuapada, Bargarh and Kalahandi districts. Besides, Rs 5 crore has been provided for construction and fortification of police stations in the Left Wing Extremist-affected districts. While Rs 70 crore has been earmarked for Mamata Scheme for pregnant women and newborn babies, Rs 10 crore has been provided for ‘My Jungle’ programme. Besides, a provision of Rs 150 crore has been made for conversion of short-term loan to medium term for farmers affected by drought and untimely rains. A provision of Rs 52.52 crore has also been made towards interest subsidy for conversion of loan of farmers in these areas. Sops have also been doled out to youths in the supplementary budget. The Finance Minister announced Rs 2 crore provision for organising state-level youth fair with an aim to involve 10,000 youths in different activities. A provision of Rs 5 crore has been made for grants to Yuva Parishads at the rate of Rs 5,000 each. Besides, a provision of Rs 4.6 crore has been made for acquisition of private land at Dhauli for development of peace garden. Ghadei said Rs 30 lakh has been earmarked for celebrations of 75th year of formation of separate state of Odisha and 150th anniversary of Gangadhar Meher. In a bid to fill up vacancies Rs 4.21 crore has been provided for appointment of sepoys in different battalions. The Minister said Rs 4.96 crore has been provided for appointment of 1,650 sepoys and 414 group-D employees in India Reserve Battalion (IRB). A budget of Rs 23.68 crore has been provided for construction of courts and ` 10 crore for renovation and repair of hostels for Scheduled Caste and Scheduled Tribe students. Besides, Rs 22.32 crore provision has been made for panchayati Raj institutions as per the Thirteenth Finance Commission (TFC) recommendations and another Rs 50 crore as per the recommendations of the third State Finance Commission.
