At a time when there is an overwhelming response for the public-private partnership (PPP) projects mooted by the Cochin Port Trust (CPT), there is no takers for a project to construct a Port Users’ Complex on Willingdon island.
The CPT proposed the complex with an aim to rehabilitate port users. It was proposed to be constructed on 0.90 hectares of land leased near the Ernakulam wharf. The developer has to build and maintain the complex for 30 years by paying a share of the revenue to the CPT.
Though a tender was invited in June, no body has evinced interest in the project as of September 4, the last date. There is a possibility to re-tender the project, or to extent the last date, the CPT sources said.
The Port Users’ Complex was planned as part of the land utilisation plan in accordance with the guidelines of Ministry of Shipping. The port management had earlier said that it would focus on reclaiming the land leased out to various companies in the northern portion of Willingdon Island.
The CPT has leased out 76.53 hectares of land to government/quasi-government and private organisations for port-related activities. The plan is to rehabilitate those who will have to surrender the land at the new complex.
The CPT has an approximate area of 886.046 hectares of land at various locations, including Willingdon Island, Bolghatty , Vallarpadam, Puthuvypeen, Ernakulam, Fort Kochi and Palluruthy under its jurisdiction.
