Mumbai: Pakistani-American terrorist and 26/11 Mumbai terror attacks convict David Coleman Headley on Tuesday told a Mumbai court that the terror strike on the financial capital was planned in November 2007.
Revealing a nexus between Inter-State Intelligence (ISI) service and LeT, Headley said the terror outfit consulted ISI for every decision.
Headley, who is being deposed before Mumbai court for the second day from an undisclosed location in the US, said the Mumbai attacks were planned in a meeting in November 2007. The meeting in Muzaffarabad was attended by LeT's Sajid Mir and Abu Khafa.
Headley had given video and photographs of the Taj Mahal hotel and both Mir and Khafa discussed the entry and exit points and convention hall details of the hotel. The LeT had information that a group of Indian defence scientists were schdeuled to have a conference in the hall.
Headley told court that the plan was later cancelled due to logistics issues in getting personnel and weapons there.
On the question why was was Mumbai particularly targeted for the attack, Headley replied: "I don't know why. I didn't do any enquiry."
Headley mentioned names of two Indians in his testimony -- one Mrs Meera Kriplani, he stayed at her house as paying guest and Basheer Sheikh, Dr Tahawwur Rana's friend who picked him up from the airport.
On Monday, Headley has revealed that he visited India seven times before the 26/11 attacks and once after that.
Headley added that in a 2006 meeting attended by Mir, Muzamil, Abu Khafa and him, it was decided that he should go to India. Headley said that he arrived in Mumbai for the first time on September 14, 2006 from Karachi and left from hotel on September 28.
In 2007, Headley said he conducted surveillance in Taj Hotel many times. He added that he surveyed Hotel Oberoi, Chhatrapati Shivaji Terminus Railway Station, Maharashtra Police Headquarter, Bhagat Singh Marg, all restaurants there including Leopold Cafe and Chabad house.
Headley further said that Mir had specifically instructed him to take videos of Siddhivinayak Temple.

Headley admitted before Mumbai Court that LeT, Jaish-e-Mohammed and Hizb-ul-Mujahideen are working under United Jihad council and all these are terrorist organizations in Pakistan working against India.
