ECI Reassigns J&K Top Cops in 'Administrative Tone-up' ahead of Assembly Polls

The Election Commission of India (ECI) has transferred and posted several officers at the levels of senior superintendent of police (SSP) and superintendent of police (SP) across poll-bound Jammu and Kashmir, News18 has learnt.

The commission, as per sources, has directed the administration of Jammu and Kashmir to provide a panel of Indian Police Service (IPS) officers for the posts of SP and SSP in Srinagar, Baramulla, Handwara, and Kupwara by 5 pm on Thursday as the existing officers have been moved.

“In an administrative tone-up, the commission approved the changes with respect to some of the field officers,” said a source.

IPS officer Nalin Prabhat has been appointed as director general (operations & security) of Jammu and Kashmir police till September 30, 2024. He is currently on inter-cadre deputation and posted as special DG of J&K till September 30.

Further, the inter-cadre deputation tenure of Syeed Fakhruddin Hamid, IAS, deputy commissioner, Anantnag, has been extended for a period of two years. His tenure was completed on July 8.

In addition, Ashish Mishra, IPS, SSP Srinagar, has been relieved. He was transferred from J&K to Delhi Police in June 2023 but could not be relieved earlier due to administrative reasons, sources said.

SSP Baramulla Gurinderpal Singh (IPS), SP Handwara Dawood Ayoub (JKPS), and SSP Shobhit Saxena (IPS) have been transferred from their respective posts.

Jammu and Kashmir will see polling in three phases, starting on September 18, covering 24 constituencies. The second phase, for 26 assembly seats, will be held on September 25, and the third, covering 40 seats, on October 1. The counting of votes will be done on October 4. The elections will be completed before October 6.

Ahead of the announcement of the poll schedule, the Election Commission had asked the union territory to transfer officials who will be directly involved in polls but are not eligible to continue in their respective posts.

The poll body has directed that no officer connected directly with elections will be allowed to continue in the present district or revenue district of posting if they are posted in their home district or if they completed three years in that district during the last four years.

In addition, the poll body also said that any official who will complete three years in the UT in the coming month should also be transferred. For Jammu and Kashmir, the cut-off time for three years is on or before September 30.
