New Delhi: The Home Ministry on Tuesday made a startling admission in Parliament that Delhi Police has managed to solve just 27.69% of the cases it received in 2016 and 27.59% in 2017. Moreover, the ministry said that the force was facing a crunch of female police personnel, which meant that cases related to harrasment of women had to be handled by male cops. However, Delhi Police had a much better track record at solving crimes categorised as "heinous".
A written question posed by Shiv Sena MP Rahul Shewale asked the government "whether it is a fact that the Delhi Police has solved only 25 percent criminal cases in the year 2016 and 2017".
Minister of State (MoS) for Home Affairs Hansraj Ahir wrote in his response, "As reported by Delhi Police, 27.69% and 27.59% cases have been solved by them during the year 2016 and 2017 (upto 30.06.2017) respectively. However, 61% and 78% cases in heinous crimes have been solved during 2016 and 2017 (upto 30.06.2017)."
Ahir said that the reasons for the cases not being solved" varied from case to case" but added that the most common reasons had to do with the accused not being identified, the accused being absconding or untraceable, stay on the arrest of the alleged accused by court and lack of sufficient evidence for arrest.
Another question to the Home Ministry, posed by BJP MP Kaushal Kishore, asked the government "whether it is a fact that male officers viz. Sub Inspectors (SIs)/Assistant Sub Inspectors (ASIs) have been or are being posted in the Crime Against Women Cell in Delhi dealing with cases of harassment of women by their husband's family".
Ahir responded, "Delhi Police has reported that investigation of cases of harassment of women by husband and in-laws are generally conducted by female investigating officers in Crime Against Women (CAW) Cells of Delhi Police. However, due to the shortage of female investigating officers in Crime Against Women Cells of Delhi Police, investigation of cases are also conducted by gender sensitized male investigating officers under the close supervision of female Inspector/in charge of CAW Cells."
In 2015, 94 of the 162 cases of harassment against women were investigated by male police officers. In 2016, the number was 126 out of 239. Till the end of June 2017, the number was 35 out of 79.
