BHUBANESWAR: The Government on Thursday decided to set up a modern survey and settlement training institute under the Revenue and Disaster Management Department to train and guide the revenue officials about new methods of land survey and settlement processes. This was decided at a State-level monitoring committee meeting on  national land record modernisation programme held under the chairmanship of Chief Secretary BK Patnaik here. Patnaik asked the director of estates to identify and provide land near the Orissa Space Application Centre (ORSAC) for establishment of the institute. Revenue and Disaster Management Secretary Raj Kumar Sharma has been advised to start training process on ORSAC premises till completion of the new building. Patnaik also directed the three Revenue Divisional Commissioners (RDCs) to prescribe definite timeframe for delivery of services at tehsil level. The Revenue Department was advised to expedite setting up of modern record rooms in all tehsil offices. The meeting was informed that modern record rooms had already been set up in 145 out of 316 tehsils in the State. The Chief Secretary directed the department to complete all by the end of coming financial year. He also reviewed the progress in digitisation of cadastral maps and directed OCAC and Revenue Department to complete the work by the year-end. The Government has provided ` 1,099.77 lakh to OCAC for this purpose. They have been asked to submit the monthly utilisation report for monitoring the progress of work. It was also decided that high-tech survey methods like electronics total station (ETS) and differential global positioning system (DGPS)  will be adopted for land survey. ORSAC was asked to submit the survey proposal through these methods within a week.  Board of Revenue member SP Nanda, Revenue and Disaster Management Secretary RK Sharma, Northern and Southern RDCs KC Barik and LN Nayak, ORSAC Chief Executive AK Mohapatra, NIC Director S Mohapatra participated in the discussions.
