CHENNAI: Chief Minister J Jayalalithaa on Monday condemned continued reduction of Central funds for modernisation of police force in Tamil Nadu and pointed out that “without the support of strong State governments (financially and administratively) there can never be a victory in the fight against terrorism.”Participating in the CMs conference on internal security, chaired by PM Manmohan Singh in New Delhi, she said “capacity building and amelioration of skills makes infusion of funds imperative. Sadly, the funds from the Central government are continuously being curtailed.”She went on to say, “With all the avenues for raising financial resources being taken away one by one by the Central government, the State governments are finding it difficult to make both ends meet.”Jayalalithaa said the Central share in the modernisation of TN police which was Rs 75.75 crore in 2007-08 had come down to a mere Rs 42.27 crore in 2011-12.  In contrast, her government sanctioned Rs 357 crore for police modernisation during 2011-12.The CM said Tamil Nadu has seen no instances of disruption of peace and public order during the past 11 months of her tenure.  Communal riots and clashes that threaten many a State in the country were absent in Tamil Nadu.She further said in view of her government reaching out to the poor and needy with benevolence and care, the left wing extremist elements had not been able to gain a foothold in the State.Stating that at present, in Tamil Nadu, the personnel in the Intelligence Wing upto Additional Superintendent of Police have been sanctioned 10 per cent of their basic pay as incentive as ‘special pay’, Jayalalithaa requested the Centre to reimburse the special incentive paid to the Intelligence Wing.
