BANGALORE: Bangalore Metro Rail Corporation Limited (BMRCL) and the South Western Railway, Bangalore Division, are passing the buck to each other, trying to explain the delay in the clearance of 6 metro constructions that are to come up on Railway Land.BMRCL in its November newsletter said that 6 impending clearances from the Ministry of Railways may delay the completion of Phase I of the Namma Metro Project.The South Western Railway, Bangalore Division, countered BMRCL’s claim in a letter on November 8, by stating that BMRCL, in two out of the 6 cases, submitted faulty drawings and in two other cases went ahead with the construction without permission, causing no delay.The six structures include the construction of North Ramp (Platform Road), a Pocket Track (STC area), an underground metro station at the City Railway Station, a passenger walk-way at Bayappanahalli station, a Multi- Modal Passenger Integration Facility at Yeshwantpur and a 66 metre span Crossing Over at the railway line at Malleswaram.All these constructions are on railway land and BMRCL in its newsletter said, “These long unsettled issues if not resolved immediately may have impact on project time lines, costs and passenger conveniences”.The South Western Railway, Bangalore Division, said that BMRCL has gone ahead with the construction of the underground station at City Railway Station near MG Colony without the Railway Board’s permission.They said that the proposal, however, has been submitted to the Board through a letter (No. SWR/W/571/BMRCL/ 23 2968, dated July 6, 2011) but while BMRCL awaits permission, the local railway administration, at its own risk has allowed the work, which is in full swing without any obstruction.The South Western Railway, Bangalore Division also said that the local railway administration has allowed work ‘at its own risk’ for the construction of the Multi-Modal Passenger Integration Facility at Yeshwantpur as well.In the case of the construction of the passenger walk way at Bayyappanahalli and the 66 metre span across the railway line at Malleswaram, the Bangalore Division said that BMRCL submitted ‘faulty’ drawings and did not discuss the design of the constructions.BMRCL was forced to submit corrected drawings of the design of the 66 metre span at Malleswaram last week.“They (Railways) can say what they want.We have done our part. Now it is up to them,” said Yashwant Chavan, Public Relations Officer, BMRCL. N.P Sharma, Chief Engineer (Designs & Underground), BMRCL, refused to comment on the matter.The Bangalore Railways Division said that they are yet to receive corrected drawings of the design for the passenger walk way at Bayyapanahalli.For the construction of the North ramp and the pocket track, the Bangalore Division of the Railways is w a i t i n g f o r n e w guidelines.
