The scrutiny of expression of intrests submitted will be completed within four days

In order to speed up the proceedings to set up a new solid waste treatment plant at Brahmapuram, the Suchitwa Mission has started the pre-qualification assessment of 15 agencies that had expressed their interest to undertake the construction of the plant. According to the authorities, the assessment will be completed within four days.

“The transaction advisors are analysing the expression of interests submitted and the agencies that are selected at the pre-qualification stage will be qualified to participate in the technical and financial bid that will be floated by this month-end,” said a top official with the Suchitwa Mission.

The proposed plant will have a capacity to treat 300 tonnes of solid waste materials per day. The plant will be constructed totally in public-private participation (PPP) mode on a  BoT basis (build-operate-transfer).

“The proposal is not technology specific but what we are looking for is a treatment plant which utilises the modern waste treatment method with preference for thermal technology. If the selected agency is coming up with an electricity out of waste plant, the power generated will be purchased by the state government,” he said.

The government had earlier decided to provide 10 acres of land at Brahmapuaram for the construction of the plant.

“After identifying an agency to construct the plant, we will prepare a Request for Proposal (RfP). The technology details, the time of completion of work and other such details will be included in the RfP,” the official said.

He also said that as the new plant would be constructed in a higher plane adjacent to the existing plant. The existing plant will not be demolished.  “The possibilities of remodelling the plant is also under consideration,” he said.

Recently, the Kerala High Court had asked the government to take steps to scrutinise the tenders for the new solid waste treatment plant at Brahmapuram while considering a petition seeking a directive to prevent dumping of waste in public places.
