Akhnoor: Terming the Armed Forces Special Powers Act (AFSPA) as a matter of national security, an Army commander said on Sunday although the Army and the Government have their own takes on the issue, solutions are likely to emerge after discussions at the top level.

"Let me clarify that AFSPA is a matter of national security. We have our own stand while the Government has its own take (on the issue)," General Officer Commanding-In-Chief, Northern Command, Lt Gen K T Parnaik told reporters.

"We have had discussions at various levels. Further discussion will take place at the Centre with involvement of Ministry of Home Affairs and Ministry of Defence.

"So I would suggest to keep patience. Once we have had discussions, I am sure useful solutions would emerge," he said, replying to a question about the ongoing tussle between the Army and the J&K Government over the issue.

In reply to another question about the constitution of a panel by the Centre including J&K police, state government and Army to hold discussion over withdrawal of AFSPA from the state, he said, "A meeting (of the panel) did take place last year. We had very cordial discussion between us and we discussed the issues concerning the state and Army."

"Thereafter it was agreed upon to take discussion to the Centre... with representatives of MoD and MHA. Once that meeting takes place, we will have something," he said.
