CHENNAI: The operation of a GO dated November 8 last of the Rural Development and Panchayat Raj department, en masse retrenching the services of Makkal Nala Paniyalargar (Staff for People’s Welfare), was stayed by the Madras HC on Friday.Justice K Suguna granted the stay while passing interim orders on the writ petitions from TN Makkal Nala Paniyalargal Munnetra Sangam, by its State general secretary M Palani and Dindigul Mavatta Makkal Nalapaniyalargar Nala Sangam, by its president N Chellapandian on Friday.Earlier, Advocate-General A Navaneethakrishnan submitted that some of the workers were already relieved. When the judge raised a specific question relating to the number of workers relieved, the AG said that this question could be answered only on verification of the records. The appointments were valid only upto May 31, 2012, the AG added. “In view of the submission and taking note of the facts, there shall be an order of interim stay only in respect of the members of the petitioners associations’’, he said.Both the associations should furnish the membership list by 4 pm. on Saturday (Nov 12). In the event of failure, this interim stay need not be given effect to by the authorities, the judge added. The associations, claiming 13,000 and 6,000 membership respectively, submitted that the members were appointed in June, 2006 on a consolidated pay of Rs 1,000 per month. Pursuant to the Pay Commission recommendations, they were extended with special time scale of pay of Rs 2,500-5,000 from June, 2009. Their services were required for the day-to-day functioning of the panchayats and village panchayats.
