THIRUVANANTHAPURAM: The Kerala Public Service Commission (PSC) will implement onetime registration system for recruitment from December. Outgoing PSC chairman KV Salahuddin told a news conference here on Thursday that the new system would help in reducing the workload of the PSC.He said that during the past 11 years, the PSC had witnessed unprecedented changes, giving emphasis to speed in the recruitment process while ensuring transparency.From OMR scanner to PSC website and online applications, the PSC has made a giant leap on the modernisation front. In the past two years alone, 85 lakh applications were received online.He said that in the past six months, 40 lakh hall tickets were sent online. Had it been despatched by post, the PSC would have to shell out around Rs 4 crore. Referring to the efforts for ensuring transparency, he said that till 2002, the candidates could not take the question paper along with them after the exam.Besides stopping this practice, the answer key has also been published. Marks in the written examination as well as interview were also published along with the rank-list.40 lakh SMSs were sent to the candidates regarding the information on hall tickets.He said that in the past five years, the Commission got 1.5 core applications and conducted 1,015 examinations and published 2,638 rank-lists for 4.96 lakh candidates, among which 1.66 lakh were given advice memo. By making a record of sorts, advice memo was issued to 43,262 candidates in 2009 and 44,185 candidates in 2010.He said that despite these achievements, the PSC could not achieve the expected level of speed in the recruitment process. In certain cases, it took two to three years in publishing the rank-lists owing to reasons beyond its control. The Amendment brought about on the KS and SSR, in relation to the Narendran Commission Report on OBC reservation, has added to the workload. Salahuddin said that around 1,000 NCA notifications were issued in five years for the reservation communities alone.The decision to bring the recruitment of handicapped people under the PSC also has added to its workload. However, he said that the PSC could won the e-governance award for best citizen-centric service in 2009 from the State Government.Non-serious applicants a problem to PSCSalahuddin said that the huge increase in the non-serious applicants, who did not appear for the exam after forcing the PSC to complete the process for conducting the exam, was draining precious public money. He said that for processing an application and providing seating for a candidate would cost Rs 20.He said that the PSC would prepare a question bank for expediting the process of conducting exams. Conducting common exam for jobs requiring similar eligibility would be considered and separate advice memo on the basis of the rank-list would help to reduce the workload.He suggested that instead of preparing a supplementary list containing five times the names of the main list, the number of candidates in the main list should be increased . The supplementary list may be prepared with two times the number in the main list. Referring to the political appointments on the Board of the PSC, he said that the Kerala PSC was the most effective PSC in the country despite it being run by political nominees.
