THIRUVANANTHAPURAM: After Maharashtra, Kerala will be introducing online single window clearance system for various industrial projects to avoid delay and attract more investors.As the single window clearance system introduced in the state in 2000 was found unsuccessful, the government is also planning amendment to the existing system.The amendment will be on similar lines of Gujarat model, which enables an entrepreneur to start a project without objection from any other institutions once it is cleared by the Clearance Board. Alkesh Kumar Sharma, managing director, Kerala State Industrial Development Corporation (KSIDC), told Express that the process for introducing the online clearance system had already begun. All the departments will be linked to the system and it is expected to be operational by mid-September, he said.“When the new system is in place, clearances will be given in a specific time. The decision will be taken considering all the legal issues and which is permitted under the law,” he said.The online registration will be monitored on a daily basis by the KSIDC and alerts will be given to the officials concerned or department if there is a delay in completing the formalities. Efforts are also on to make a tie-up with a mobile company to sent the alerts. The entrepreneur who submits his application online will be intimated if more documents are needed for getting the clearance.This will be a transparent system in which all the departments will be liable for providing the clearance without any delay. It is pointed out that there are several hurdles in clearing a project in Kerala which resulted in investors not keen on setting up new ventures.The online system will be more effective as it will be monitored by higher officials and the online application will not be unattended without any action.Even if any application is rejected by any department it will be reviewed by an apex committee.The committee will look into all aspects and if legally permits sanction will be given to the project.After the amendment to the single window clearance system, the decision taken by the Clearance Board, represented by all department heads, will be final. This final decision cannot be objected by other organisations, institutions or local bodies.
