BERHAMPUR/PHULBANI: District Collector Kishen Kumar has ordered an inquiry into the violation of poll code of conduct. So far five allegations of poll code violation were reported. While the first allegation was against Berhampur legislator RC Choupatnaik and Gopalpur MLA Pradeep Panigrahy who allegedly violated the poll norms during their speeches in the foundation day function of Berhampur University on January 2. Rest three allegations were from Digapahandi Assembly segment. While two Class IV staff of a college and a school in the segment were allegedly involved in political activities, a party convention was organised last week in Sandheswar temple in the segment. The inquiry reports would be forwarded to the State Election Commission.75 pc of Booths in Kandhamal Sensitive Phulbani: The rise in Maoist-related cases in the district has posed a challenge for the security personnel for smooth conduct of the ensuing panchayat poll. Last week, three police personnel were killed in a landmine blast near Kotagarh. Sources said Maoists had their presence felt in almost six of the 12 blocks in the tribal-dominated district. The gravity of the situation can be gauged from the fact that of the 2,083 booths 706 have been identified as sensitive and 853 hyper-sensitive. A majority of these hyper-sensitive booths are in the Maoist-infested blocks of Balliguda, Daringbadi, Kotagarh, Raikia and Tumudibandha. Election here would be conducted in four phases and 4,64,000 voters would exercise their franchise. The first phase of election will be held in Kotagarh, Tumudibandha and Daringbadi blocks, second phase in Balliguda, K.Nuagaon and Tikabali blocks and third phase in Raikia, G.Udaygiri and Chakapad blocks. The fourth phase of the poll would be held in blocks of Phringia, Phulbani and Khajuripada. All the 12 block chairman and 152 panchayat samiti head posts have been reserved for the Scheduled Tribe (ST). The Zilla Parishad president post is reserved for STs.
