With the monsoon session of the Assembly scheduled to begin from August 28, the Opposition Congress is gearing up to corner the Government on several issues, including the death of seven schoolchildren in a wall collapse.
Accusing the State Government of being callous and insensitive, Leader of Opposition Bhupinder Singh said not only anganwadi centres but also a large number of school buildings in the State are dilapidated despite huge fund flow from the Centre.
Singh, who is also chairman of the Public Accounts Committee (PAC) of the Assembly, said the Government did not have information on the number of anganwadi centres being run from rented and unsafe buildings.
He had rapped senior officers of the Women and Child Development Department at a recent meeting of the PAC for lack of data on anganwadi centres and on utilisation of Central assistance.
Singh assailed the recent announcement of Chief Minister Naveen Patnaik to provide free bicycles to BPL students saying the Government is going to discriminate a section of the students for the second time.
The move to provide cycles to only BPL students has not gone down well with the parents who cannot afford such facility for their children. The Government should not discriminate students and this will have a demoralising effect on the students of general category, Singh said, adding that his party will strongly oppose the Government decision.
The earlier decision of the Government to provide school uniform to only girl students sparked off resentment following which the scheme was extended to other students.
He further accused the Government of manipulating the Central assistance provided under Sarva Shiksha Abhiyan (SSA) to extend such benefits to the students.
The Congress will also raise the issue of non-disbursement of crop insurance to the farmers who sustained crop loss due to untimely rains in 2010 and drought, the following year. Singh said a large number of farmers are yet to receive their crop compensation.
The issue had rocked the budget session of the Assembly as the State Government had announced a drought package without informing the House.
The deteriorating law and order situation and increasing atrocities against women will be the other issues, he added.
