Amidst the Supreme Court's order to suspend engineering degrees of 30,000 students from 4 deemed-to-be Universities, the candidates can save their degree/diploma by passing a test which is to be organised by AICTE/UGC next year. As per the Supreme Court's order, the engineering degrees of students enrolled with these 4 Universities during the academic years 2001-2005 shall remain suspended until they pass an examination that will be organised jointly by AICTE and UGC.
These 4 Deemed-to-be universities are:
(1) JRN Rajasthan Vidyapeeth, Rajasthan
(2) Advanced Studies in Education, Rajasthan (IASE)
(3) Allahabad Agricultural Institute, (AAI)
(4) Vinayaka Mission's Research Foundation, Tamil Nadu, (VMRF)
'In pursuance of the orders of the Supreme Court arising out of special Leave Petition (C) Nos. 19807-19808/2012 the Hon'ble Supreme Court inter alias has directed (under para 46 of page no.106 and para 47page no. 107) that the degrees in engineering awarded to students who were enrolled during the academic years 2001-2005 with the following deemed-to-be universities shall stand suspended till they pass examination under the joint supervision of AICTE – UGC,' read the official notification.
Thereby, students who had pursued Diploma, P.G. Diploma/Degree, M.E./M.Tech in Engineering from the above mentioned deemed-to-be Universities between 2001-2005, must register with AICTE to appear for the exam and practicals scheduled to be conducted in May/June 2018, next year.
The online registration process has begun on 2nd December 2017 on the official website of AICTE and these candidates must apply before 15th January 2018, 5PM to register for the same.

How to Register for AICTE Test for Engineering Candidates of Deemed-to-be Universities
Step 1 – Visit the official website - https://www.aicte-india.org/
Step 2 – Under Announcements, click on:
Registeration of Candidates Enrolled in Deemed to be Universities during 2001 to 2005 and awarded Degree/Diploma in Engineering
Step 3 – Click on Register/Login tab given at the top Right Hand Side of the page
Step 4 – Complete the registration process
Step 5 – Download the confirmation page and take a print out for further reference
Deemed-to-be Universities to Refund Tuition Fee to Candidates:
The Apex Court of India has also directed these 4 institutions to refund the tuition fee and other expenditure incurred by these candidates.
Eligibility Criteria for the AICTE Test for Engineering Candidates of 4 Deemed-to-be Universities:
As per the official website, 'All those candidates who have obtained Diploma/ Degree/ Post Graduate Degree in Engineering from any of the four Deemed to be Universities given in the background note during the period 2001-2005.'
Further Steps:
The Supreme Court has also issued a note for deemed-to-be universities that stated, 'all deemed-to-be universities to carry on any courses in distance education mode from the academic session 2018-2019 onwards unless and until it is permissible to conduct such courses in distance education mode and specific permissions are granted by the concerned statutory/regulatory authorities in respect of each of those courses and unless the off-campus centres/study centres are individually inspected and found adequate by the concerned statutory authorities.'
