BHUBANESWAR: The conviction rate against graft charges has touched 41 per cent during the last five years which has given boost to the Anti-corruption Campaign of the State Government. During the last five years, up to September 30, 2011 from 2006, 340 cases ended in conviction in which 25 Class-I officers, 55 Class-II officials, 285 Class-III and eight Class-IV government employees, 28 other public servants and 25 private persons were convicted in Vigilance courts, said Vigilance Director Anup Kumar Patnaik at a function to observe the Vigilance Week. Stating that the rate of conviction increased after enactment of the Odisha Special Courts Act, 2006, Patnaik said 61 cases ended up in conviction this year alone. Eight Class-I, nine Class-II government employees, five other public servants and four private persons were convicted in Vigilance courts. This apart, Patnaik pointed out that 11 government servants have been dismissed from service after conviction. Vigilance has arrested and forwarded 142 persons of which 12 are Class-I, 11 Class-II and 95 Class-III, four Class-IV, 9 other public servants and 11 are private persons this year, he said. The State Vigilance has registered 95 cases against 40 IAS officers, out of which chargesheets have been filed in 32 cases against 13. Altogether, 11 cases have been registered against seven IPS officers, out of which chargesheets have been filed in 10 cases against six IPS officers, he said. Similarly, 30 cases have been registered against 23 IFS officers and in nine cases chargesheets have been filed against 10 IFS officers. During the last five years in 1,445 cases chargesheets have been filed against 263 class-I, 260-class II, 1,413-class III, 22-class IV government employees and 214 other public servants and 470 private persons, he said. Claiming that the State Vigilance had been very effective in detecting tax evasion cases, the Chief of the anti-corruption wing said they had detected suppression of Rs 5,209.62 crore in tax evasion cases. “Total amount to be generated out of the submitted reports will be around Rs 514.18 crore,” Patnaik said. Though the Vigilance Department had not yet made any satisfactory findings in the much-hyped dal scam, Patnaik claimed that they had registered 16 criminal cases and arrested 13 officials of Mining and Forest departments for their alleged involvement in the multi-crore mining scam. Ten officials of the 13 employees have been suspended. Altogether 27 disproportionate assets cases have ended in conviction and in all cases appropriate courts have been moved to confiscate the property, he said.
