KOCHI: It seems that the first District Planning Council Collectorate and new block in Collectorate which was inaugurated on October 1 by Chief Minister Oommen Chandy and Public Works Minister V K Ibrahimkunju will have to wait to see the light of the day. The buildings are yet to receive electricity connection. There are many departments which are working outside the civil station, Kakkanad and are quite ready to shift. But they haven’t been able to do so, as the building lacks basic facilities.Suja Anne Mathew, assistant executive engineer with Minor Irrigation Department said, “We have made all arrangements to shift but as the building does not have electricity and water supply we could not. We are an office with 40 staff. If we shift without proper facilities, both the work and our staff will get affected.” She also said that they are awaiting a nod from the electrical department.District Planning Officer, Girija also confirmed that they too are awaiting a reply from the Electrical Inspectorate. Sources said that the sanctioning of the power connection is getting delayed as the Kerala State Electricity Board, KSEB is yet to receive a certificate from the Electrical Inspectorate. “New transformer is fixed to serve the purpose,” said Wilson, electrical assistant executive engineer. “But to provide the power connection, a fire Non objectionable Certificate, NOC has to be issued by the department concerned. The Inspectorate could not go ahead with the job since there was no room to keep the fire pump, as the room for the purpose was erected just two days before the inauguration. We also did not get the labourers,” he added. Also, help of experts is required. He said that if the Collector intervenes, the work will be fast tracked.Though the Electrical Inspectorate said that they would finish the work within two days, sources in the collectorate informed us that there was no work going on in the new blocks. According to the planning board officials, nearly 4 crores have been spent to build these blocks. It is quite certain that the funds will lapse if necessary steps are not taken.
