According to him, the Union government had made the implementation difficult by constituting a tribunal. He alleged that until three months ago, the tribunal was inactive for one and half years. “The Union government purposely delayed in appointing the judge for tribunal and has not provided the required staff and building for the same,” he added. Politicians Basavaraj Bommai and Pralhad Joshi also demanded the implementation of this project.“We caught the then chief minister H D Kumaraswamy in Mysore and had convinced him to discuss the matter in Cabinet meeting,” he recalled.
