The 23-year-old player has been brought to the North London club for a reported fee of 8.5 million pounds ($13.2 million) to strengthen the defence following the departures of William Gallas and Steven Caulker.
Chiriches, who has played 19 times for Romania, will compete with Jan Vertonghen, Younes Kaboul and captain Michael Dawson for a place in the starting lineup.
With Gareth Bale's sale to Real Madrid expected in the coming days, Tottenham is likely to continue spending.
